문서관리시스템 기반 PQ문서 자동생성 시스템에 관한 연구

우리나라 조선소들은 해양플랜트 시장에서 지속적인 도전에 직면하고 있고, 수주의 상당 부분이 해외 기자재 업체로 빠져나가는 등 국산화율이 현저히 낮으며, 이로 인해 해양플랜트 기자재 산업이 계속적인 어려움을 겪고 있다. 이러한 상황에서 기자재 국산화 및 산업경쟁력 확보를 위해 여러 기술적 현안들을 해결하는 방안으로 가장 기본적이고 필수적인 전문적 문서(PQ 문서, 엔지니어링 정보)의 발행 및 차별화 된 컨텐츠의 제공을 지원하는 시스템 기술이 핵심으로 대두되고 있다.

국내 기자재 업체의 낮은 시장 진입 요인으로써 기술적인 애로사항, A/S 및 예비 부품 확보 문제, 마케팅 능력 부족, 발주처 엔지니어링 그룹과의 기술적인 의사소통과 영업의 어려움 등이 있고 대부분 상대적으로 작은 규모의 기자재 업체들은 전문적 문서(Document) 작성 능력의 한계로 인해 기술 영업에 필수적인 엔지니어링 정보를 출판하지 못하는 실정이다. 우리나라 해양플랜트 기자재 업계가 큰 어려움을 겪고 있는 판로 확보 및 국산화를 위한 기술적 현안 중 가장 기본적이고 필수적인 전문적 문서 발행을 지원함으로써 현장의 애로사항을 해결하여 산업 경쟁력을 확보할 수 있을 것으로 예상하며, 보수적인 시장진입에 도움을 줄 수 있을 것으로 판단된다. 또한 국내에서 발주하는 해양플랜트에 국산화된 기자재를 활용하도록 유도하여 기존의 해외 메이커들이 철저하게 방어하는 시장에 진입함으로써 기자재 업체 참여의 기준을 확보할 수 있을 것으로 예상된다.

이에 기본적인 PQ 문서와 더불어, 기존의 메이커와는 차별화된 컨텐츠들을 제공함으로써 제품에 대한 기술적 신뢰도를 표현할 수 있고 이러한 차별화를 통해 해양플랜트 기자재 산업 경쟁력을 향상시킬 수 있을 것으로 기대된다.

Shipyards in Korea are faced to continuous challenges in the ocean plants market and their localization rate is

apparently law as considerable orders slip to overseas equipment companies. Because of these reasons, the

equipment industry of the ocean plant experience a continuous difficulties. Under this situation, the system

technology that issues and supplies differentiated contents which are the most basic essential and professional

documents (PQ documents, engineering information) becomes important as a way of solving various technical

issues to secure the localization and industrial competitiveness.

Technical difficulties, A/S and issues of securing spare parts. lack of marketing skills, and difficulties in technical

communication and sales with ordering engineering groups are the factors for the low market entering of domestic

equipment companies and most of them could not publish engineering information which is essential for the

technical sales because of the limitation in making professional documents for most relatively small sized companies.

By supporting the issuing of professional documents which is the most basic and essential among securing the

market and technical issues for localization which are the greatest difficulties of Korean ocean plants equipment

companies, it is expected to secure industrial competitiveness by solving difficulties in the site and judged to be

helpful for entering conservative markets. In addition, by inducing to use localized equipments to the ocean plants

that are ordered domestically, it is expected to secure the standard for the participation of equipment companies by

entering to the market that existing overseas makers defend thoroughly.

Thus, by supplying differentiated contents as well as basic PQ documents from existing makers, it is expected to

express technical reliability on products and improve the equipment industry competitiveness in the ocean plants

through this kind of differentiation.
